EXECUTIVE DIRECTOR

Summary

Bis-Man Transit is the public transportation provider for the Bismarck-Mandan, ND area. The City of Bismarck is the designated grantee with the Federal Transit Administration (FTA), however contracts with the Bis-Man Transit Board to provide management and operations of the area public transportation system. The public transportation services offered by Bis-Man Transit include paratransit service and a fixed route service. The Bis-Man Transit Board contracts with Central NoDak for provision of staff to manage the day to day operations of the area public transportation system. Central NoDak is seeking an Executive Director for the Bis-Man Transit System.

The Executive Director is responsible for overall leadership of the staff, capital equipment and professional work in planning and administering the overall operation of the area public transportation service, including but not limited to the fixed route and paratransit systems of the public transportation programs to ensure safe and efficient service to residents and visitors of the Bis-Man Transit service area. The Executive Director also coordinates the provision of public transportation with neighboring cities, universities, and other public transportation providers. The incumbent is responsible for overall leadership and effective management of the Bis-Man Transit System while adhering to the policies and directions of the Board of Directors, as well as all applicable local, state, and federal laws and regulations.

Primary Responsibilities

The Executive Director will work with the Bis-Man Transit Board to establish and implement the strategic direction of Bis-Man Transit while managing the day-to-day operations of the organization. The Executive Director will establish the roles of other management personnel and assign duties as appropriate. This position will direct marketing, customer service, policy development and analysis and system planning. The Executive Director will be expected to establish and regularly monitor measures for service performance by gathering data to enhance public transportation service and safety. Additionally, the Executive Director will manage staff and oversee contracted staff, the vendor for which provides services to the Bis-Man Transit service area.

This position must maintain strong communication with the Bis-Man Transit Board, local jurisdictions within the Bis-Man Transit service area, and the general public. The position will be required to be an effective consensus builder often in situations with competing interests.

The Executive Director plays a prominent role in establishing and maintaining budgets for capital and operating expenses. This effort requires constant monitoring of Bis-Man Transits expenditures and revenue. The Executive Director will be expected to play a key role in generating revenue for the Bis-Man Transit organization.

Duties will include overseeing with assistance of the administrative assistant daily operations of CND rental properties; and other duties as assigned.

Competencies

In general, the Executive Director is the leader of the Bis-Man Transit organization and must be a skilled communicator with the ability to establish and maintain strong partnerships. The ability to establish trust and credibility with the public and elected officials is paramount. This position needs to be the visionary of the Bis-Man Transit System and will play a key role in establishing and implementing the strategic direction of the public transportation system. This incumbent will be expected to exercise excellent judgment and decision-making. Strong analytical abilities, knowledge of marketing techniques, and public transportation system planning is expected.

Following are more essential competencies that will be expected of the position:

A general knowledge and understanding of components and equipment used in public transportation would be preferred

  • Knowledge of operations, services and activities of a comprehensive public transportation program
  • Knowledge of principles and practices of public transportation planning
  • Awareness of Federal and State public transportation grant programs
  • Knowledge of the practices of program development and administration
  • Knowledge of the practices of budget preparation and administration
  • Knowledge of pertinent Federal, State and local laws, codes and regulations

Education and Experience

Minimum Qualifications

A minimum of Associates Degree in Public Administration, Business Administration, Community/Regional Planning, or other closely related field and a minimum of five (5) years of transportation experience in a management level position. Or any combination of experience and education in the transportation field which includes a minimum of (5) years of management responsibilities.

Salary range $60,000 - $97,000 with benefits package.
